Legazpi City- In preparation for the conduct of the Mid-Year Performance and Assessment and Re-Planning Activity of the board on July 21-22, 2022, Regional Branch No. 5 conducted a pre-MYPA in a staff meeting held on June 28, 2022. 

The activity aims to assess and validate the accomplishments of the branch for the 1st semester; discuss issues and concerns in the implementation of the programs; and reformulate action plans and strategies for the attainment of targets.

The technical Team composed of Supervising LEO Josephine Amaranto and Senior LEO Hazel Caroche were asked to present the accomplishments of the branch in terms of program advocacy. As reported by the team, for this 1st semester, the branch thru its Labor Management Program was able to facilitate nine (9) unorganized companies out of 15 targets with 60% accomplishment. A total of sixty-six (66) LMCs out of 80 targets were enhanced with 83% accomplishment. While in the Grievance Machinery Program, nine (9) companies were institutionalized out of the (15) targets with 60% accomplishment. Sixty-four (64) GMs were enhanced out of 80 targets with 80% accomplishment.

Under the conciliation-mediation and voluntary arbitration programs, the branch received one (1) SENA request and one (1) Notice to Arbitrate. Two (2) carried-over VA cases in 2021 were decided this year with a total monetary benefit amounting to $186,456.00 benefitting two seafarers

To strengthen the linkages with social partners, the branch hosted the 1st quarter LAMIPA-OGMA Officers’ Meeting. The branch also leads the oath-taking of the newly elected officers of PGITEEU-Tiwi Exempt Employees of PGPC, Tiwil Albay, and witnessed the virtual signing of CBA Between EDC and its union, BGI-PROTEC, BAPTEU, and DSM ADLO. The branch personnel also acted as resource persons during the DOLE V 3-day Virtual Training on Grievance Handling and Recent Issuances on COVID 19.  

The branch also conducted area-wide seminars such as the Webinar on Women Empowerment in the Workplace and TRAIN Law last March 2022 and the First F2F Area Wide Seminar on Labor Relations and Jurisprudence and Collective Bargaining and Administration of Agreement in Naga City last May 5, 2022, and Orientation on NCMB Programs and Services in Legazpi City on June 9, 2022.

Plant-level seminars were also conducted in Albay, Catanduanes, and Masbate to enhance the company’s plant-level mechanisms. 

As a concluding message of Regional Branch Director, Reynaldo S. Foncardas, “With this evaluation, we will know our standing in terms of our targets for this year. Also, we will be able to strategize and formulate an approach for the improvement and success of our program implementation.”

As a result of the teamwork of the branch, it can be fairly said that it has achieved most of its targets and even surpassed some. /end/
