Foncardas speaks at DOLEROV SEADO virtual training
Legazpi City – NCMB-5 Regional Branch Director Reynaldo S. Foncardas was one of the discussants during the training for new Single-Entry Assistance Desk Officers (SEADOs) facilitated by the Department of Labor and Employment Regional Office (DOLERO)–V on March 24-25, 2021 via Zoom App.
The activity entitled “Appreciation Course/Orientation on Department Order No. 151-16, series of 2016 or Single-Entry Approach (SEnA) Program and Disposition of General Labor Standards (GLS) cases for LEO III Labor Inspectors (LIs) and Foreign National Labor Inspectors (FNLIs)” was conducted at a local establishment.
The topic assigned to Director Foncardas was “Intricacies and Techniques of Conciliation-Mediation” on March 24, 2021 and allotted time slot at 1:00pm to 3:00pm.
The activity was conducted due to the influx of Requests for Assistance (RFAs) under the SEnA program especially in the Provincial Field Offices (PFOs) that warranted the designation of additional SEADOs.
Director Foncardas started his lecture with a history of the SEnA program and proceeded with the constitutional basis for conciliation and mediation. He emphasized that when there is industrial peace, more investors will come which in turn will generate employment and high productivity. He said harmonious workplace relation is a shared responsibility between workers and employers. He emphasized that except as otherwise decided by the Secretary of the DOLE, all issues arising from labor and employment shall be subject to mandatory conciliation-mediation (con-med).
He made mention of the goals of con-med and the preferential mode of dispute settlement. Added to this is the appropriateness or less-appropriateness of con-med cases, the stages of con-med conferences, guides and stages in the actual conduct of con-med, types of conferences/meetings and the con-med process and techniques, among others.
Interspersed between his subject topics were actual scenarios of conciliation-mediation situations. He also gave inputs on how to conduct effective and efficient con-med such as dressing-up properly and neatly during conciliation conferences so as to elicit respect from the parties.
The lecture of Director Foncardas earned praises from the DOLEROV participants and management. – fin.
